Funds Overview

When we talk about the current year's budget, we are often referring to the General Fund

The General Fund accounts for all the revenue and expenditures for financing the annual general operations of the District and is comprised of several sub-funds, including the Unrestricted General Fund 11 , Restricted Fund 12 , Carry Over Fund 14 , etc.  

Under the state's funding model, the three major sources of revenue to fund the general operations of the District are:

  • state income taxes
  • local property taxes and
  • enrollment fees and tuition.

Cabrillo's has the following General Funds:

  1. Fund 11  General Fund Unrestricted :  Revenue and expenditures for the general ongoing operations of the District, including Instruction, Student Services, Administration, Information Technology, Maintenance and Operations.  
  2. Fund 12 General Fund Restricted:  Revenues and expenditures for the operation and support of programs that are specifically restricted by laws, regulations, donors' or other outside agencies' funding terms and conditions, such as EOPS, Stroke Center, CARE, ASC, Summer Migrant Program, Student Equity and Achievement (SEA), CalWorks, SBDC, TANF, and Nursing.
  3. Fund 13 General Fund District Match
  4. Fund 14 General Fund Carry Over:  Unspent funds from the previous year for specific projects that cross fiscal years, such as major repairs, remodeling, painting that are not state-funded, year-end supply budgets, and the balance in accounts to fund deductibles for insurance claims. 
  5. Fund 15 General Fund Community Education:  The Cabrillo Extension program is primarily based upon revenue generated from class fees.
  6. Fund 16 Special Project Funds:  Cabrillo Programs such as Horticulture Center, Dental Hygiene Clinic, and other revenue-producing programs.
  7. Fund 17 One-Time Funds: One-Time funding for planned projects. 

Other Funds in the annual budget:

  1. Fund 22:  Debt Service
  2. Fund 23: Retiree Benefit.   For the sole purpose of funding retiree health benefits.  See the annual Final Budget for details on liability vs. annual funding/expenses.
  3. Fund 33:  Child Development
  4. Funds 41, 43, 44, 46:  Building Funds.  These fund accounts are federal, state, and local funding for scheduled maintenance, capital outlay projects, and student transportation fees.
  5. Fund 51:  Bookstore
  6. Fund 52:  Cafeteria
  7. Fund 59:  Duplications
  8. Fund 71:  Associated Students of Cabrillo College Trust
  9. Fund 72:  Student Representation Fee
  10. Fund 73:  Student Center Fee
  11. Fund 74:  Financial Aid Trust Fund
  12. Fund 75:  Scholarship and Loan
  13. Fund 76:  Other Post Employment Benefit (OPEB).  Established in 2017 Links to an external site., resources and expenditures toward current and future liabilities related to health benefits for retirees. 
  14. Fund 79:  Trust & Agency.  Monies held in a trustee capacity by the college for individuals, student organizations or clubs. Money is expended in accordance with procedures established by the entity for which the money is held in trust.
