Base Budget

The General Fund supports Cabrillo's primary instructional programs and related activities and functions.

There are 23 Funds in the Cabrillo Budget.  (See the Budget Structure Handout Links to an external site. page 5). 

When we refer to the Base Budget, we are usually referring to the General Unrestricted Fund 11.   Categorically funded programs and positions are also in the Base Budget, but in the Restricted Fund 12.  

The Base Budget Revenue for community colleges is derived from the Student-Centered Funding Formula which calculates apportionments generally by using the following three allocations:

    • 70% Base Allocation – Current factors (primarily credit FTES)
    • 20% Supplemental Allocation – Counts of low-income students
    • 10% Student Success Allocation – Counts of outcomes related to the Vision for Success, with “premiums” for outcomes of low-income students.

In 2020-21, Cabrillo College received the funding at their 2019-20 FTES level adjusted for the cost-of-living adjustment (COLA).  The "hold harmless" provision has been extended through 2024-2025.  For more information, please see the California Community College Chancellor's Office website Links to an external site. and click on Frequently Asked Questions.

Within the General Fund, there are a number of sub-funds such as: 

    • Fund 11:  General Unrestricted Fund (Base Budget).
    • Fund 12:  Restricted General Fund.  A complete list of General Restricted Funds can be found in Table 13 on pages 20-22 of the 2021-22 Preliminary Budget Links to an external site.
    • Fund 13:  District Match.  
    • Fund 14:  Carry-Over. (One-time)
    • Fund 15:  Community Education.
    • Fund 17:  Special Projects/One-Time Funds. (One-time)

The division of these sub-funds reflects the need to differentiate discretionary revenue from restricted revenue and ongoing funding from one-time funding.
